The issue is caused by dine-in customers
To many people's surprise, this shortage is not caused by the increasing drive-in or to-go orders. It's the dine-in customers, who are now so used to getting all their food served in a paper bag rather than a potentially germ-laden tray, that are contributing to the issue. According to The Wall Street Journal, people are requesting their McDonald's orders to be served in a bag even when dining in.
